I don't believe in the virginity test but do support abstinence from sex until one gets married.
And in as much as the UN has a role to remind the member nations to abide with Human Rights, it would be quite controversial if the UN interfered with cultural or religious beliefs of certain nations or groups of people.
Some Human Rights in a certain culture clash with Human Rights in other culture. For instance, the Western nations blast African polygamy. On other hand many cultures in Africa accept polygamy but vehemently oppose homosexuality which is allowed in several Western Nations. And again for those who test virginity how do they test boys and young men that they are still virgins? Shouldn't be it right to encourage men also to be sexually responsible? We don't need the UN but our conscious to remind us that a promiscuous society is a society without a future. Come on men!
